Dynamic alliance is a new form of business organization. It is the temporary organization which has two or more core competitives to meet the demand of market, which includes the cooperation between the enterprises that have marketing generalities or are in the same industry. Here, this kind of dynamic alliance is defined as cartel.First of all, the paper summarizes the research outcomes about dynamic alliance and performance management in the home and aboard. This paper subdivided the cartel from dynamic alliance and defined. In this paper, the member performance is defined as the efforts made by the member companies to achieve the target of overall alliance. Then this paper adopt Delphi and questionnaire to screen the performance factors of members’ performance in the cartel, and combined factor analysis, reliability and validity testing of the performance indicator system for statistical analysis. Ultimately, in the paper, two aspects of task performance and relationship performance, combined with the mission of the members in the alliance, and identified eight dimensions of26performance factors.The paper chooses the entropy to detemine the weights of performance factors. It use the information of index value to make objective and comprehensive evaluation for the member companies. The paper also use the set pair analysis to evaluate the performance of members’ company. The core idea of analysis is determine the uncertainty of objective things as an uncertain system, and from the same, difference and opposition to study the relationship and transformation. It uses the degree to describe the various uncertainties in the systems, and change the dialectical understanding of uncertainty into the mathematical tools of quantitative analysis. This article will combine the entropy and set pair analysis to reflect the objective and subjective thoughts, so that the evaluation method more scientific.Finally, a simulation case illustrates the feasibility of this method vividly.
