Human's survival and development can't leave water, and water is a key factor to ensure the sustainable development of the economic and social. With the rapid development of time, the contradiction between economic growth and water shortage is increasingly intensified, so it has a strategic significance to ensure economic and water in harmonious development for alleviating the contradiction. From the perspective of industrial structure and water utilization structure to analyse the relationship between the economy and water, the coordination evaluation of regional water structure and industrial structure water is the base for formulating regional water development planning, realizing interaction simulating and coordination control of industrial structure and water utilization structure.The regional industrial structure and regional water structure is the main study object.Evaluated harmony of regional industrial structure and regional water structure based on the model of coordinate valuation.In Shandong province.Take a fresh look at the coordinate valuation of regional industrial structure and water structure,this has prominent academic meanings and the project application value.In order to determine the evolution mutual relationship between regional industrial structure and water utilization structure, first of all, this paper analyses the present situation of the regional industrial structure and water utilization structure, and uses information entropy to reflect the evolution trend of regional industrial structure and water utilization structure, The results shown that concentration ratio affinity of industrial structure gradually increase,and the development of water structure balanced.Then according to Granger test model to determine the relationship between regional industrial structure and water utilization structure,the results shown that two systems interact each other. Based on the above, starting from the concept of regional sustainable development, paper establishments the coordination evaluation index system for regional industry structure and water utilization structure, and builds the coordination evaluation model coupling coordination degree of regional industrial structure and the water structure by the method of coupled coordination degree formula calculation, which has applied in Shandong province, and the evaluation result shows that the development of regional industrial structure and water utilization structure in Shandong province is from weak to medium. Comprehensively considering the factors of water environment, paper defines coordinated development index formula and establishes evaluation model of regional industrial structure and water utilization structure referring to the growth curve formula by set pair connection degree analysis of the sort, which is applied in Shandong province and its result shows that the industrial structure and water utilization structure is in weak coordination state. Via above two models comparative analysis,the influence to evaluation results of water environmental factors in Shandong province, that shows the less degree coordinate in regional industrial structure and water utilization structure industrial structure, and the result is in accord with the actual condition, and the evaluation model based on set pair analysis is simple and easy to operate, which has high application values. The achievement of research is beneficial to the development planning of region water resources.
