| With the prompt increasing demanding of polyolefin, in order to supply the matching production capacity, the enterprise is confronted with new catalyst plant project construction. The enterprise had selected experienced workers, constructors, and technical personnel in the initial project construction, thus the original performance appraisal system was not suitable for the new project construction, so the KPI performance appraisal system was designed to make the design of performance evaluation index for the project group and relative personnel. By methods of literature review and expert interview, two level of evaluation system, its weight, were established with reference to the project implementation process. Task decomposition was adopted for the objective setting. The index design was made from several major aspects as supplies, construction, monitoring, personnel, and extra; in the mean time experts grading method was used to assess the weight. The personnel KPI index decomposition was made according to the assignment of responsibility, and the KPI index extraction was based on the personnel classify (includes three main category as management, technician, and operating). Through the actual performance appraisal in the process of project construction, it shows that the designed performance appraisal system is accordant with the actual situation, and provides the effective assurance to the construction schedule and makes the production starts up smoothly. |
