In the modern enterprise, the application of project management has been very common. Project Human Resource Management is one of the nine areas of project management, and project performance management is a very important part. Project organization, member performance appraisal and performance management system design are the focus. The only truly optimize the work, can we achieve effective project performance.Firstly, the paper stated briefly the background and indicated the significance of the issues raised to clarify the main content and paper framework. Secondly, the paper expounded the theory of project performance management, and summed up characteristics of the R&D project performance management, organizational plan and team building. Thirdly, the writer combined Shijiazhuang mobile wireless city project performance management status with relevant work experience, to analyze the configuration performance management. By case analysis of performance management system, project performance appraisal system itself had been evaluated. Then the writer proposed improvement measures and recommendations, mainly considering assessment indicator design and performance management system design. According to the Balanced Scorecard theory and the whole performance appraisal theory, the writer established organizational and individual performance assessment indicators, from the performance appraisal process, the application of late results, staff training and team culture building on recommendations to improve the entire performance management system. Finally, improved performance management system had been evaluated to point out shortcomings and the outlook of the next stage, hoping to provide a reference for similar projects.
