Research On The Fairness Of China Rural Old-age Security

The18th National Congress of Communist Party of China proposed to"strengthen social construction to improve people’s livelihood," and insisted on fullcover to protect the basic multi-level sustainable policy which focused on enhancingthe fairness, adapting to liquidity, ensuring sustainability so as to build acomprehensive social security system covering both urban and rural residents.Pension issue has been an important topic in academia and national attention. Ourcountry has already entered the aging society, and is now the only country in theworld with aging population over100million, with a high ageing degree is high,especially in rural areas. Pension problem involves the vital interests of farmers,relationship between development and stability in the countryside, the country’seconomic development and the construction of a harmonious society. Therefore,respecting, maintaining, realizing the farmers’ pension security and promoting socialfairness, is not only the important content of constructing socialist harmonious society,but also an inevitable choice for improving the party’s ruling ability. Pension fair hasbecome a measure of national civilization and progress. Therefore, China’s ruralpension equity research is both theoretical significance and practical significance.This article focuses on the rural pension fairness’s meaning, characteristics,theoretical foundation, the status quo and countermeasures to improve these aspectsthrough a more systematic study and elaboration.The first chapter is an overview of the four parts concerning the background andmajor significance of the topic, research status, research methods and innovation. Thebackground and significance of the paper mainly introduces the source of this paperand the theoretical and practical significance of China’s rural pension equity research.The research status introduces some current dynamic situations of the theoreticalcircle. There are four research approaches, including comparative analysis, thequantitative analysis, the qualitative analysis and survey research method. And theinnovative parts is mainly introduced the selected topic is novel, idea innovation.Chapter Two is the Chinese rural pension fairness overview. Focuses are on themeaning of the rural old-age security, fairness connotation and significance of rural old-age security. Mainly from the meaning and characteristics of rural old-age security deployment, combined with the definition and characteristics of thetheoretical circle, I summarized the definition and significance of the rural pensionfairness. The fairness of the rural old-age security eqitity refers to right to fair chance,equal opportunities, and the rules of fair and equitable outcome. Rural pensionfairness is of great significance to the socialist economy, plitics, culture and society.The third chapter lists the theoretical basis of the Chinese rural old-age securityfairness. The study of China’s rural old-age security fairness is based on a largenumber of theories, mainly including the social security fairness theories from Marxand Engels, Lenin’s, the Western scholars theory of old-age security fairness, theleaders of the communist party of China about the thought of safeguarding socialjustice.Chapter IV presents the status quo of the fairness of Chinese rural old-agesecurity. This chapter asserts some achievements made in the field of rural old-agesecurity fairness in our country, on this basis, some existing problems is found out,and factors restricting its development are pointed out. Reasons are from thefollowing four aspects, the limitations of economic development level, the existenceof dual economy, the ill-performances of the government and the imperfect legalpolices.Chapter V is to enhance countermeasures of the fairness of China’s rural old-agesecurity. This chapter aims to put forth the relative measures based on the current ruralold-age security fairness problems in the fourth chapter, so as to promote morefairness of rights, opportunities, rules, and the results in rural old-age security.
