Evaluation On Upgrading Of Regional Logistics Industrial Cluster Based On Cloud Model

With the progress of modern science technology and the integration of global economy, anew form of industrial organization—logistics industrial cluster provides opportunity forenhancing the competitiveness of logistics industries. Meanwhile, it can make greatcontributions for promoting the development of regional economy. The upgrading of logisticsindustrial cluster influences the economic efficiency of logistics enterprises and thedevelopment of other industries in this region. Therefore, it is essential to evaluate the level ofthe logistics industrial cluster upgrading.Firstly, this paper defined the concepts of logistics industrial cluster upgrading and cloudmodel, summarized the theories of logistics industrial cluster upgrading and cloud modelevaluation method. It paved a theory way for evaluation on upgrading of regional logisticsindustrial cluster. And then, it established evaluation cloud model of regional logistics industrialcluster upgrading and gave the specific evaluation procedures. Then, following the evaluationindicator selection principle, this paper established scientific and operational evaluationindicator system from four dimensions: the market competitiveness, environment support, thegovernment role and the cluster network collaboration. Then, it used improved AHP based oncloud model to determine the indicator weight. Based on the establishment of regional logisticsindustrial cluster upgrading evaluation indicator system, it gave the indicator weight ofShenyang economic zone. And then, taking Shenyang economic zone as an example, itprocessed the collected data by cloud model and software MATLAB, analyzed the evaluationresult of Shenyang economic zone, and compared with Wuhan urban circle and Chang Zhu Tancity group. Finally, combined with the feature of Shenyang economic zone and evaluationresults of regional logistics industrial cluster upgrading, this paper gave targetedcountermeasures and suggestions of Shenyang economic zone.The cloud model is applied on the evaluation. It can overcome the fuzziness andrandomness of evaluation indicators and eliminate the subjectivity of indicator weight. And itrealizes the transformation between qualitative concepts and quantitative figures effectively.The evaluation results are more accurate and intuitive. What’s more, the evaluation result canprovide decision support for the logistics planning decisions of the government and provide appropriate information and reference for the upgrading development of logistics industrycluster in other areas.
