Local government is the essential agent for the local public supplies and it is the organization for the management of a country’s public administrative affairs. Meanwhile, local government is also responsible for the execution of the national strategies. Therefore, the effectiveness of the implementation of the policies is directly related to the corresponding capacity of the local government. In this regard, the study of the implementation capacity of the local government is strategic to the public trust and image of the central government, hence advantageous to the effective implementation of the policies and the stabilization and prosperity of the local area. This thesis considers the case of pasture ecological compensation policy to explore the problems in the implementation capacity of the local government so as to search for ways of improvement. Prairie is the representation of a country’s greenery and is the main terrestrial of the ecosystem. Since the reform and opening up policy, because of the country’s over-emphasis on economic construction and development with a lack of environmental protection and governance, we are facing the problems of pastures abandonment and worsening living environment. The purpose of the ecological compensation policies proposed by the government is to encourage pastoral grassland restoration aiming for a better environment. However, the problems ensuing the implementation of the policy caused major financial and manual waste. Therefore, government’s efficient execution not only reflects government’s fulfillment of its social functions, it is also central to the achievement of the government’s policies. The major concern of the present thesis is the Right Wing Prairie of Hing’an. We conducted questionnaires on the local herdsmen’s level of satisfaction on the implementation of the pasture ecological compensation policy and on the deviations during the process of implementation. The result from the interviews and the comparison between the herdsmen’s condition and the government policy, we found deviation in the implementations of the policies and provided plausible suggestions for the local governments represented by the one in Hing’an.
