Information economy, IT organization as a leader in information tec-hnology, its innovative behavior of employees can not only enhance core competitiveness of enterprises, but also enhance the power of innovation. Besides, it also plays a unique role in industrial upgrading, restructuring. How to Depth and comprehensive analysis IT employees innovative behavior factors, build a hierarchical, focused, multi-method employee innovative behavior incentive system has become an important part of enterprise IT innovation management and employee motivation.From the perspective of the two-level:innovation process and staff innovation process alternating parallel, the article analysis IT employees innovative behavior and influencing factors, focuses on employees’ innovative behavior motivation factors:the quality of the individual, the individual wishes of innovation, organizational innovation climate in three dimensions and their relationships. Through empirical research, based on the three dimensions of factors affecting incentives and WSR dimensional space theory, the article from motivational content, ways to motivate both individual and organizational levels of incentives proposed corresponding incentive countermeasures.Study is divided into four parts.First, review the recent domestic and foreign research trends related to investment in innovation and innovation incentives, conclude two levels of individual and organization. Second, make staff innovative behavior factors theoretical analysis in the back of IT companies and their employees’characteristics and to choice three key factors:individual quality,innovation motivation,organizational innovati-on climate. Then through analysis of factors and their relationships theor-etically the article proposes a conceptual model; validate the model by the empirical data and to discuss the impact of different variables on the innovation behavior. Third, through empirical analysis of factors we can conclude:individual quality, innovation and motivation, organizational innovation climate have a different impact on innovative behavior. Individual quality’impact on staff innovative behavior (generate innova-tive ideas and innovative behavior execution) is the most significant; the impact of organizational innovation climate on employee innovation behavior of the two dimensions are more significant; and the role of innovation-motivation is primarily focused on the generation of innovate-ve ideas, which is different from the previous studies. At the same time, self-efficacy take a intermediary role in the model significantly,indicating that the current knowledge-based innovation is no longer so obviously affected by the substance, but more susceptible to knowledge flows, organizational innovation atmosphere to expand the innovative behavior. Forth, based on the empirical results the article makes a detailed analysis of the composition of IT employees incentives and their corresponding incentive counter-measures. WSR system methodology is the basic starting point for IT employees incentives to innovate, where organizatio-nal innovation climate is the environmental infrastructure to provide environment support; individual qualities are material security incentives, mainly in the knowledge update on the flow and creation; innovation motivation is self-driven motivation,providing employees an inexhaustib-le motive force to think independently and innovate.
