Under the background of "The Belt and Road" strategy,Jiangxi Province how to actively integrate into the Yangtze River economic belt and the Yangtze River city group construction,undertake FTA spillover effect,which has become an imminent choice.Because of this,the Jiangxi provincial government proposed to give full play to the ecological and resources advantages,historical and cultural features,based in the province building opening to the outside world economy with smooth channel to the outside,to expand trade and investment as the focus,to deepen cultural exchanges as a link,to strengthen the construction of platform for support,continue to expand international cooperation in the new space of development ideas.This paper,which is based the regional economy and the open theory,location theory,scale economy and industrial cluster theory,Boldly put forward the construction of "Gan Chang Jiu " open economic zone in Jiangxi,the idea is mainly based on the cooperation foundation and the prospect of city cooperation,channel construction,industry development and platform construction: City cooperation should be built in Nanchang,Ganzhou,Jiujiang integration and export-oriented economic development platform;channel construction,which plans and designs to the sea,land and air traffic oriented channels,electronic data unified management channels;industrial development,which is to build an outward oriented industrial cluster with local characteristics;platform construction,which should make full use of The cooperation mechanism of the export oriented platform,like free trade zone,export processing zone and airport economic zone,so as to promote the development of export-oriented economy rapidly.This paper further elaborates the foundation and condition of the above concept,from analysis,we found the advantages of "Gan Chang Jiu " open economic zone development is: The connection between the three cities is close,the transportation is convenient,The outward oriented economy of the Three Cities occupies the important position of the export-oriented economy in Jiangxi province.The foundation of development lies in: "Chang nine" city cooperation Foundation,docking foundation for the construction of railway,highway and port in three cities,export-oriented industry cluster is formed,the two countries comprehensive bonded zone,three state-level Economic Development Zone,two special customs supervision zones,two national ports such as export-oriented platform development momentum is good.However,if we were to implement the construction of "Gan Chang Jiu " open economic zone,the difficulty of urban cooperation is still very arduous,lack of development and other issues are still quite prominent.For example,the construction of urban cooperative mechanism and platform docking is difficult,The development of export-oriented industrial clusters is a serious problem,outward oriented channel still faces arduous tasks.The experience of foreign regional cooperation tells us to set up a special affairs management organization,strengthen the legal system construction of regional cooperation,promote the establishment of regional unified market,and regional cooperation in the form of diversity.The experience of regional cooperation is the Yangtze River Delta and the Pearl River Delta regional cooperation experience,mainly through regional cooperation to establish the event to learn.Finally,put forward the suggestions on the construction of "Gan Chang Jiu " open economic zone.Based on the above analysis,this paper proposes that the construction of Ji'an City as "Gan Chang" economic cooperation pilot area,strengthen the city traffic infrastructure of "Gan Chang Jiu ",to build the "Gan Chang Jiu" opening to the outside world economy with characteristics of industrial clusters,set up opening to the outside world economy with special funds for the construction and some concrete countermeasures and suggestions.
