Since China’s reform and opening up, with the continuous development of national economy, great changes and progress have taken place in China’s construction industry. the state-owned construction enterprises has been plays an important role in the reform and development of construction industry dominantly, especially in recent years, along with the reform of property rights system for state-owned construction enterprises. industrial restructuring, enterprise benefit management, economies of scale have been greatly improved, according to CHINESE CONSTRUCTION ENTERPRISES MANAGEMENT ASSOCIATION, The Central National Committee of inquiry and the focus of China jointly organized the " China top500construction enterprises in2013" statistics showed that the eight of the top ten are state-owned construction enterprises. State-owned construction enterprises will gradually toward internationalization, standardization, scale, and lead the prosperity and development of China’s construction industry.This article investigate from Borland special project department employee enthusiasm present situation, this paper adopts literature research, questionnaire method and interview method. Based on the existing research of employee motivation achievements both in domestic and abroad, in order to collect, sort out, reading, analysis and reference to survey that staffs enthusiasm is not high problem of treasure Borland special project department, analyses the reason of its current employees, summarizes the existing problems and find out the key. Influence the treasure Borland special project department staff enthusiasm of being short of high-level clear management objectives, unreasonable structure of middle management skills, pay and remuneration lack communication, perfonnance evaluation become a mere formality, and such problems as lack of enterprise culture construction, combining previous research results, through questionnaires and interviews, targeted clear unified management target, enhance the consciousness of the role that promote middle management ability, pay attention to the performance communication reform compensation structure, perfect performance appraisal system, establish and improve the project department construction of enterprise culture promotion strategy. This paper want to refine management ideas on the basis, in order to provide certain enlightenment motivate the staff of industry management.
