The new round of collective forest tenure reform contributed to the development ofChinese forestry production、improving farmers’ income and the production of forestresources,but also made the woodland division more finer、the use more scattered,appearing the operating condition of forest fragmentation. Forest fragmentation wouldincrease the farmers’ time cost and manpower cost to the certain extent,resulting in awaste of resource. Meanwhile forestry production had the characteristics of long circle、risks and uncertainties,the development of forestry production was relatively slow. Inorder to promote the development of forestry production and further implementationforestry policy,researched forest fragmentation effects on forest productivity is vital.The paper was based on the micro level household survey data in three villages andtowns in Longyou County Zhejiang Province, taking the bamboo which is abundant treespecies as example,studying the degree of fragmentation and the impact on bambooproduction efficiency after the forest tenure reform. The main contents included:overviewof the selected area of sample points and sample characteristic,the situation of bambooforest fragmentation and bamboo production inputs and outputs,comparative analysisbamboo production input-output case under different degree of fragmentation bycross-grouping,based on the statistical description,empirical analysis fragmentationeffected on bamboo production scale economies by using improved C-D productionfunction;Analyzing the bamboo fragmentation impact on bamboo production technicalefficiency by using stochastic frontier of translog from.Based on the conclusion of thestudy,put forward the corresponding policy.On this basis, draw the following conclusions:(1)Recently the bamboo forest fragmentation degree was relatively higher in samplearea;Under the varying degrees of fragmentation,bamboo input-output ratio was not thesame,bamboo forestland fragmentation had negative influence on bamboo productionefficiency;In the measure of comprehensive fragmentation index(S index), when theinterval S index between0.1~0.3,input-output ratio of bamboo farmers was low,theproduction efficiency was high;when the intervene S index between0.3~0.5,input-outputratio was the highest,the production efficiency was lowest.(2) The empirical model indicates that the farmer bamboo forestland fragmentation not only reduced the scale economy of bamboo production,but also affected the bambooproduction value. From the bamboo scale elasticity,its value was less than1,indicatingthat the scale economies did not exist in bamboo production process at present.(3)Stochastic Frontier Analysis showed that Bamboo production technologyefficiency was only37.04%in Longyou County,technical efficiency had much space toimprove.(4)The technical efficiency model results showed that forestland fragmentation hadno significant effect on the bamboo production technical efficiency,but forest site quality、famers participate in technical training of bamboo production and other factors had asignificant effect on bamboo production technical efficiency.
