Evaluation Of Effects Of Science And Technology Policies In Jiangsu Province

Science and technology policies are an important part of national policies, andrefer to the sum of a series of rules and guidelines that the country takes in the scienceand technology field to realize objectives of political, economic and socialdevelopment. As one of China’s provinces that have a high scientific andtechnological level and are the first to propose the strategy of developing theprovince through science and technology, Jiangsu Province develops vigorously,which cannot be separated from the guidance of relevant science and technologypolicies. At present, while implementing national science and technology policies,Jiangsu Province has also formulated and issued a series of local ones, which promoterapid enhancement of Jiangsu Province’s science and technology level. However,there are few researches on evaluation of effects of science and technology policies atcurrent stage. So, this paper tries to summarize science and technology policies issuedin Jiangsu Province in recent years, and makes a comprehensive quantitative analysisof the effects of these policies by principal component analysis and data envelopmentanalysis.So firstly, we make clear current situation, content and development trend ofexisting researches on domestic and foreign science and technology policies, and thensummarizes specific content of corresponding science and technology policies thataccord with China’s national conditions, and finally sorts and summarizes local science and technology policies of Jiangsu Province.Secondly, establishes an evaluation index system about implementation effects ofscience and technology policies of Jiangsu Province by principal component analysisand data envelopment analysis, and compares horizontally these implementationeffects with those of other developed regions in China and compares implementationeffects in2000with those in2012longitudinally in terms of time sequence.Finally, through previous arrangement and empirical analysis, this paper reachesresearch conclusions:1scientific and technological R&D and transformation ofJiangsu Province highly depend on fund and economic environment; and2in thecontext that science and technology level of Jiangsu Province has developed to acertain scale currently, how to improve scientific and technological innovation andentrepreneurship and transformation ability of scientific achievements of JiangsuProvince while maintaining the development speed of scientific research will becomethe focus of new science and technology policies in Jiangsu Province.
