Study On The Rormulation And The Establishment Of Evaluation System Of Chinese Public Science And Technology Policies

Public science and technology policies are various important systems and policy objectives carried out in order to improve the effective development of science and technology and realize the overall goal of building. It is same as other public policies that have a complex system with rich content, including the formulation, the implementation, the assessment and the ending of the policies. Through the over fifty years'development since the founding of our People's Republic, Chinese public science and technology policies have basically realized an integrity process that contained policy design, policy choice, policy implement and policy assessment, and the framework of national innovation system has initially established. But some insufficiencies should be noticed, for example, the formulation and the assessment of Chinese public science and technology policies now available have continued to use the traditional policy pattern that cannot meet the needs of social development.Thus this paper uses some theories and methods comprehensively, including policy science, game theory, economy rent-seeking theory and fuzzy mathematics. A theoretical and empirical study to the formulation and assessment of Chinese public science and technology policies is done. It analyzes the problems in the formulation and assessment of Chinese public science and technology policies and introduces the theoretical models and advanced methods abroad. It discusses suitable theories and methods of formulation and assessment for our China from the actual conditions of Chinese public science and technology policies, and it provides the theoretical basis and methodology guidance to the practice of formulation and assessment of Chinese public science and technology policies.The world today, science and technology has increasingly infiltrated in all fields, such as economic development, social progress, and human life. And it has become the active factor in the productivity. The world economic development and scientific and technological progress is tending to internationalize, and the competition of science and technology has increasingly become the decisive factor in the competition of international economic. Facing the globalization of economic and science and technology and the development of revolution in information technology, many nations realize the importance of science and technology, information and knowledge to the national overall competitiveness. They regard the public science and technology policies as the important guarantee to the economic development and formulate the public science and technology policies that accord with national interests. They commit to the integration of science and technology resources and the building of national innovation system. The formulation and assessment of Chinese public science and technology policies should sum up historical experience and lessons seriously, draw lessons from other countries actively, and fully realize the rapid changes of current economic, society and science and technology. Chinese public science and technology policies should be based on our national conditions, and we should study and absorb other countries'advanced theory and technology in order to make Chinese public science and technology policies more and more scientific and reasonable.
