(2) To make clear land property right.We should get rid of the obstructions of reform on land circulation system. We should overcome and dispel the resistance from vested interests group, strengthen peasant's social security system, reduce the originally inherent social function of land as well as inherent reliance on the land of tradition. (3)To reduce the cost of land circulation. We will overcome and eliminate the resistance from vested interests,make agricultural products' prices steady. We should also reduce the cost that the farmers transfer the private property into public,reducing the circulation of the opportunity cost of capital through various means to resolve the difficulties to promote the land transfer maket.Moreover, we should solve the financial difficulty through multiple means and reduce the circulation risk of capital. (4) To build up a free flow land maket. Ways of circulation such as transferring and the process of circulation should not be intervened. The preference of land transference should be given to internal members. (5) To strengthen peasant's social security system. (6) To further improve the corresponding mechanism of land circulation system.
