| Under the complicated social background and social system during thetransitional period. Performance evaluation index system of publicservice of local government is gradually warming up. Performanceevaluation index system of public service of local government plays asignificant role in the direction of public service of local government,which is the core factor in improving the quality of public services oflocal government.Firstly, based on the characteristics of public service of localgovernment, the thesis analyzes three basic major theories of performanceevaluation index system of public service of local government.(includingthe theory of public service，the theory of performance evaluation, thetheory of value orientation construction).Secondly, based on thedefinition of the concept of public service of local government and theintroduction of AHP, the construction principle of performance evaluationindex system of public service of local government is put forward, basedon which, a systematic and scientific index system is constructed throughtwo rounds of index dimension selection and three rounds of index systemselection.Thirdly, with the help of statistical instruments Excel, theweight of performance evaluation index system of public service of local government is distributed through the feasibility analysis of experts andscholars, government officials and ordinary masses and the empiricalinvestigation of the three types of evaluation subjects after theexplanation of double-dule operation method.Lastly, on the basis ofinvestigation results, we try to find the dilemma of performanceevaluation index system of public service of local government from theanalysis of generality, particularity and other possible problems. Andgive some according countermeasures to optimize the public service oflocal government.In conclusion, the thesis contributes to the aspects of indexdimension, index system, evaluation subject, weight struction, indexoptimization. Yet, there are some aspects needing improvement such asassessment method, survey data, and index verification,the depth ofresearch and so on. |
