| Our annuity system in China was created in1991. It has been more than20years. During this time, supplementary pension system has achieved great development; the three pillar system of social security has been improved a lot too. This article is aimed at the current situation of the development of China’s enterprise annuity and supervision system, by comparing and analyzing the achievements and experiences of legal system, supervision mode, and institutional settings, responsibilities division of the other countries and regions, studying and proposing the ideas and methods that suited to China’s enterprise annuity development and supervision.First of all, this paper introduces the development status of China’s enterprise annuity system and supervision system. In order to insure the retirees’ level of living, we must strive to improve the pension insurance substitution rate and develop the enterprise annuity system at the same time. The paper introduces the current status and perspectives of domestic supervision of the enterprise annuity and presents the research ideas and methods. And then the article introduces the concept and theoretical basis of enterprise annuity and the current regulatory system framework and theory.Thirdly the paper The third part is about the supervision of enterprise annuity of china, describes the development of our country’s supplementary pension insurance system and the achievements of the legal system. Besides that, analyzes the existing problems of the enterprise annuity supervision system. Such as:lack of regulatory agencies, specialized construction of the legal system is not perfect, not establish the risk early warning mechanism, inflexible adjustment mechanism of the regulatory objectives. Then analyses the advanced enterprise annuity supervision and management system of the other countries and regions, learning construction of legal system, supervision, governance framework, basic content and other characteristics, to enlighten of the construction of supervision mechanism of China’s enterprise annuity and give suggestion in improving the enterprise annuity of China. In addition, it puts forward the countermeasures to improve our country’s supervision of enterprise annuity supervision mechanism.Starting from the aim and principles of our country’s enterprise annuity supervision, to study how to build enterprise annuity legal system, improve the supervision of enterprise annuity and other content, we should standardize enterprise annuity access system, the construction and improvement of the dispute settlement mechanism, improve the supervision mechanism, and strengthen risk management set. |
