The Research Of Public Rental Housing Development Model Based On PFI Financing

In recent years, in order to solve the housing problems of low-income groups, our country is increasing the investment in public housing construction. The most important issue of public rental construction is the source of funding, and the main source of the current public housing construction fund is the government fiscal spending, value-added proceeds of housing accumulation fund and land transfer net income. So the funding gap is very big. Developed countries and areas of successful public housing financing shows that government preferential policies by gradually introducing private capital to participate in the construction of public housing is a universal trend, which is beneficial to reduce the government’s financial burden, improve the efficiency of public rental housing construction, and longer operating public rental housing construction.Author introduces private capital to participate in the construction of public rental investment through PFI mode. First of all, Author analyzes the connotation, operational framework, applicable conditions, social and financial benefits of the PFI model, then gives a comparison and analysis on BT, PFI, REITs and points out that PFI mode is more suitable for financing the construction of public rental. Secondly, Author points out the necessity of government public funding in public rental PFI mode. According to the related policies of public housing construction in our country, Author puts forward the main form of public funding and considers various ways of funding efforts through cases. From the aspects of effectiveness and feasibility in different funding ways, Author draws the effect of subsidies to information asymmetry in the construction of public rental PFI financing, and gives some recommendation to the implementation of public rental housing PFI model.
