White certificates schemes is a mix policy which included energy savingstargets and the white certificate trading. An obligation is placed on energy companies(hereafter “the obliged parties”) to achieve a quantified target of energy savingsmade by government, energy savings are certified using standardized calculationsthat minimize transaction costs and certified energy savings can be traded so as toallow obliged parties to fulfil their target. Predefined noncompliance penalties,minimum or maximum buyout prices, and certificate reserves attained by theregulator are tools to mitigate price volatilities. Recycling the revenue collected frompenalties to overcomplying parties enforces the effect of a penalty by increasing theopportunity costs of noncompliance. Such a schemes could help solve the issue thatour energy efficiency service market lacks of effective incentive, additionally,it alsocan improve energy efficiency, stimulate innovation, and create more businessopportunities for the members of energy services market.Firstly,it introduces the domestic and international literature review and somerelated theories about the white certificate schemes, and then assess the relevantliterature. On this basis, it focuses on the British white certificate schemes, andcompare with France and Italy’white certificate schemes, and also assess the resultof obtaining energy savings, cost effectiveness and social benefits of the threenational, proved the superiority of the white certificate schemes. On the basis ofpractical experience, it analyzes the current situation of China’s energy consumption, building energy consumption and energy efficiency service status characteristics andbarriers that exist in our country as well as the need for the introduction of whitecertificates schemes, and China has initially have and have not implementation ofwhite certificates schemes with the conditions described, making out the conclusionthat introducing white certificates schemes into the field of energy conservation inbuilding power is feasible. Finally, it makes an overall framework design, and withChina Southern Power Grid as an example to simulate operation of the process, alsoanalysis the obstacles may appear in the process of white certificate schemes whenoperating in our country.
