Employment, the root of people’s life, involves thousands of households. Amongthe resources of1.3billion people in China, there are more than800million peoplebelong to the category of "farmers", which lead the rural labor force employmentproblem an especially prominent position in China’s economic and social development.The issue of rural labor force employment is not only related to the benefits ofindividual workers and their families, but also to the social harmony, stability,coordination and development of both urban and rural areas. Promoting the rural forceemployment is the significant obligation and responsibility for the governments at alllevels and the entire society.Since the reform and opening-up, success is gradually gained by the transformationof national economic system. However, the rural and urban division of the householdregistration system and the generated series of social welfare and public serviceinstitutional reform still relatively lag behind, resulting to a series of rural labor forceproblem. These problems gradually become the factors that directly or indirectly effectour country’s economical and social harmonious development. In a great extent,whether these rural labor force employment problem can be solved or not is closelyrelated to our nation’s rural labor force employment policies. Therefore, the researchfocuses on the evolution of our country’s rural labor force employment policies sincethe reform and opening-up, and expects to provide reference for the reasonable designand scientific formulation of our nation’s rural labor force employment policies. With the research, thereby to better guarantee the legitimate rights and benefits of rural laborsand endeavor to change the disadvantaged status of rural labors in the city.
