Non-agricultural employment of rural labor Beijing is the most basic requirement in building a new socialist countryside, is the important results to achieve industrialization and urbanization and is the basic premise of solving the "three rural" issue and achieving all-round well-off society. Since reform and opening up, the rural economy in Beijing has made tremendous development, the income of the farmers has been greatly improved and their living standards has been improved rapidly with reducing a large number of rural poor. However, it is still lagging behind compared with the goal of building a well-off society. The employment is the foundation of the People's livelihood. Through the promotion of non-agricultural industries, to create a large number of non-farm employment opportunities, so as to transfer the employment of rural labor to non-agricultural industries, to reduce the share of agricultural employment and the number is to solve the "three rural issues" and to build a new socialist countryside and to achieve an important measure of urban and rural.The government and related departments in Beijing have taken various measures to promote the transfer of rural labor and non-agricultural employment, the consequence is effective, but not significant. In the face of the spread of global financial crisis, many parts of our country are also subject to a certain degree of negative impact, which is bound to bring a certain degree of challenge of the target to ensure the non-agricultural employment and to increase the income of the farmers. Therefore, it is positive effect to study the current Beijing's non-agricultural employment of rural labor force status and influence, to put forward countermeasures to develop long-term planning to ensure that.This article focuses on the status of non-agricultural employment of rural labor in Beijing, as well as the impact of non-agricultural employment of rural labor force, to analyze the new opportunities and challenges which of rural labor force to face in non-agricultural employment and to explore the Strategy and public policy in promotion of rural labor to non-agricultural sectors orderly. The main framework of the research is: The first part of the introduction to the article, introduced the topic of background, significance, as well as relevant research methods to and the concept of definition; The second part is literature review on the non-agricultural employment related to the labor theory of the end of the domestic and foreign; the third is to recall of non-agricultural employment of rural labor force in Beijing's history according to the literature, combined "survey II" the Beijing data on non-agricultural employment of rural labor force to analyze the status; the fourth part is to design the of non-agricultural employment model combined with the affect of macro and micro factors according to the theory. With SPSS software for the analysis of the factors that influence the degree of non-agricultural employment; Both the policy proposals of the non-agricultural employments of the rural labor force and the results of the research are put forward in the last part.
