Study On System Innovation Of Commodity Inspection For Import And Export Industrial Products In China

System of import and export commodity inspection system is an important part offoreign economic legal system in China. The country’s "commodity inspection law" setthe basic system which conclude the legal inspection on commodities of the list,random inspection on commodities outside the list and the supervision and managementfor the third party. The inspection system played an extremely important role, to protectconsumer health and safety, safeguard national economic security, improve China’simport and export commodity quality, promote the development of foreign trade. Nowthe economy is in transition period in our country, the transformation governmentfunction becomes more and more urgent, the work of inspection and quarantinedepartment is facing new and higher requirements. With the rapid growth of China’simport and export trade, commodity inspection system is becoming more and more notadaptable to the need of modern market economy and trade facilitation. In view of thevast majority of import and export commodities are the industrial products, commodity,so the innovation research on inspection system for import and export industrialproducts is particularly important in China.In this paper, on the basis of the new public management theory, with the methodsof literature analysis and empirical analysis, to analyze the causes of the import andexport commodity inspection system, the historical evolution of foreign inspectionsystem and draw lessons from the advanced experience of the commodity inspectionsystem in the United States, Japan, further to analyze the formation of China’s importand export commodity inspection system, its main content, and the role of inspection&supervision for import and export industrial products inspection supervision at presentstage, the inspection of import and export industrial products in recent years our countryregulation model reform and business innovation, expounds the general situation of the industrial products import and export commodity inspection system. Meanwhile toanalyze our country’s import and export commodity inspection system on design leveland executive level, in view of the commodity inspection system design is notreasonable and the analysis of the causes of origin of execution does not reach thedesignated position. Finally in this paper, to propose the innovation strategy of systemof commodity inspection for import and export industrial products system in our country,put forward the commodity inspection system reform should follow four basicprinciples under the new situation of foreign trade of our country: the principle in linewith international standards, the principle of trade facilitation, the principles oftransformation government function, the principle of risk management. Then putforward the concrete design of the inspection system reform in our country: first is tostrengthen risk assessment to formulate the Compulsory inspection list for import andexport products scientifically, second to construct the imported grading inspection andsupervision system to enhance the effectiveness of inspection and supervision, third isto deepen the reform of the export inspection&supervision system to promote foreigntrade facilitation.
