Fresh Agricultural Products Supply Chain Based On Farmers’ Professional Co-operatives Operational Research

As the global economic integration and the rapid development of informationtechnology, the circulation of agricultural products market in China has developedrapidly. The different ways of operation pattern of circulation of agricultural products isto promote the development of agricultural industrialization deeply. On the other hand,the improvement of people’s living standard makes them pay more attention on foodsafety in agricultural products. Fresh agricultural products which have high nutritionalvalue, fresh, safety get more favor to people. Therefore, how to effectively guaranteethe supply of high quality fresh agricultural products becomes the key issue in therelationship to the people’s life. The fresh agricultural products supply chain has a bigproblem which is the contradiction between small-scale production and big market.Because of Chinese agricultural production mode——family contract responsibilitysystem, the interests of farmers, distribution and retailer separately, the enterprises onsupply chain lacking the knowledge of supply chain management, logistics technologyand information technology backward were leaded to the consumer unsatisfied with thequality of the fresh agricultural products. The result for this is decrease of agriculturalproducts value and farmers and consumers’ benefit. The main producer of agriculturalproducts is farmer. He is a quality controller in the source of supply chain.So he has agreat influence on the quality of fresh agricultural products. It is of great importance tocontrol the quality of fresh agricultural products from the source. Because of thefarmer’s independence and the ability limited on the quality control of agriculturalproduct, and the interests conflicting of other companies on supply chain, it is not onlyharm the interests of farmers, but also the interests of other enterprises.The goal of this paper is optimized the fresh agricultural products supply chain. Itis based on the comprehensive analysis of research results at home and abroad. Andwhich combined with the actual situation of China and analyzed the three main modesin fresh agricultural products supply chain, the paper puts forward the new mode of thefresh agricultural products supply chain. It is dominated by the core enterprise to optimize internal process of farmers’ professional co-operatives by the SCOR model,and making the fresh agricultural products supply chain much more smoothly. Tosmooth the supply of fresh agricultural products, it is established the informationsharing mechanism, agricultural products quality supervision mechanism, benefitmechanism. It help to get the target of optimizing the fresh agricultural products supplychain,the established a farmers’ professional co-operatives which could coordinate withupstream and downstream, and speed up the circulation of agricultural products.This paper is divided into three parts：the first part is the theoretical research.Through analyzing domestic and foreign literature, summarizing the research status offresh agricultural products supply chain and farmers’ professional co-operatives, thepaper is put forward deficiency in the study of fresh agricultural products supply chainwhich is analyzed the present situation of fresh agricultural products supply chainoperation. The second part is the study of the operation. It covered three parts：first, thepaper analyzes the three main patterns of fresh agricultural products：connectionbetween the wholesale market and farmers, agricultural leading enterprises and farmers,supermarkets and farmers, and it points out the key role of the farmers’ professionalco-operatives in fresh agricultural products supply chain. Second, the core enterprise offresh agricultural products supply chain is fourth party, which is guided the all nodes ofenterprises on the supply chain. According to the China’s national conditions, the natureof core enterprise is to cooperate with the government and provide supply chainplanning, information, logistics and other services for all nodes enterprise. Coreenterprise sets up the overall supply chain goals and guides the farmers’ professionalco-operatives using SCOR model to build five processes：planning, procurement,production, distribution. Third, it build information sharing mechanism, producequality supervision mechanism, benefit coupling mechanism to smooth ahead of freshagricultural products supply chain. The third part is summary and outlook. It points outthe conclusion of paper and existing deficiencies on this research, and then looking tothe future development of direction of fresh agricultural products supply chain.The innovation points of this paper：1) this paper analyzes the problem which isthe ahead of the fresh agricultural products supply chain operation and puts forward thepaper’s core thought which is integrated the farmers’ professional co-operatives by coreenterprise.It has the positive significance in increasing farmers’ income and optimizingthe supply chain;2) To coordinate the conflicts of interest with supply chain enterpriseand improve the efficiency of the supply chain, the paper sets up the core enterprise which is independent of all node enterprises on supply chain;3) To reduce thetransaction costs, the paper has established a standardized farmers’ professionalco-operatives by SCOR model.Although this paper is discussed with fresh agricultural products supply chainoperation mode and the status quo of the farmers’ professional co-operatives deeply, theresearch is not enough. The fresh agricultural products supply chain is a large andcomplex systems engineering. Establishing interests’ contract and the supply chainperformance evaluation also is the vital in the supply chain. So the paper needs toembed and consummate.
