Research Research On The Governmental Promotion In Industrial Transformation And Upgrading In Mawei District

The18th CPC National Congress proposes that focusing on scientific development and accelerating the change of the growth model is a strategic choice related to the overall development of China. According to the actual situation in most part of China, industrial economy remains the backbone of economic development. Therefore, accelerating the upgrade and change of the growth model of industry is the key step of the change of the growth model in China, and is the strategic choice in response to the change of domestic and international economic environment.In accelerating the change and upgrade of industry, we must strike a balance between the role of the government and that of the market, and we should play the active role of the market in areas such as allocation of resources and better play the role of the government. Communique of the Third Plenary Session of the18th Central Committee of the CPC points out that scientific macro-economic regulation and effective governmental governance are immanent requirements to give rein to the superiority of the Socialist market economy. We must realistically transform government functions, deepen administrative structural reform, innovate administrative management methods, strengthen government credibility and implementation, and establish a rule of law government and a service-type government. We must complete macro-economic management systems, comprehensively and correctly implement government functions, optimize government organization and structuring, and raise scientific management levels.Based on the theories of market failure, innovation of system, new public administration, and industrial structure, this article starts with explaining topics such as the necessity of governmental involvement in the change and upgrade of industry, the relations of several aspects in accelerating the change and upgrade, and the specific functions, utilising research methods such as archive studies, social investigation, and data analysis. Then the article analyses the current salutation and existing problems of the industrial development in Mawei District of Fuzhou city. Then the article utilises the SWOT method to analyse the strengths, weakness, opportunities, and threats of the industrial change and upgrade in Mawei District, and proposes the preferred strategy for Mawei District based on SWOT matrix analysis. Finally, the article studies the advanced experiences from countries and regions such as US, UK, Japan and Taiwan, Guangdong and Wuxi, summarizes the common rules, and proposes policies for the Mawei District government to accelerate the upgrade and change of industrial development.The article points out that the role of government in the process is very important as the market mechanism is not fully developed in China. Although industries in Mawei District have developed well, there have been a lot of problems in recent years, therefore the need for upgrade and change is very urgent. Through SWOT analysis, it is clear that the strengths and opportunities are better than weakness and threats in terms of the industrial change and upgrade in Mawei District. An integrated developing strategy combining growth strategy and transformation strategy should be carried out in Mawei District. The government of Mawei District should accelerate the process by innovating working mechanism, issuing industrial policies, improving technology innovation, forming new industrial structure, optimising industrial layout, and improving public services, in order to utilising strengths, grasping opportunities, making up for weakness, and mitigating threats.
