Improvement Research Of Shenhe Industrial And Commercial Bureau’s Performance Management System

Currently, our government is in a critical period of the economic development state transition to a service-oriented government, how to accelerate and ensure the transformation of the government in developing steadily forward reform and improve government performance, enhance the credibility of the government to further adapt to the new situation of social socialist market economy, and so a series of problems has become an important subject of government departments, especially the grassroots service sector needs to face. In recent years, governments around the world to obtain the theoretical and practical aspects of performance management significant achievements, China’s governments at all levels have begun to gradually realize the importance of the implementation of government performance management, and proceed to develop a distinctive and innovative series of government performance management system. However, because of the government performance management is still in its infancy, theory and practice are not perfect and mature, our government performance management also needs greater challenges. As economic market supervision departments, industrial and commercial administration, especially the grassroots industry and commerce administration is an urgent need to introduce government performance management system and practice and use, in order to improve efficiency, strengthen and improve the economic regulatory functions.In this thesis, the basic situation of the city from the Industrial and Commercial Bureau, Shenhe District, starting by foreign advanced experience and theory, the use of performance management tools, combined with the current environmental problems faced by departments, to explore a suitable district-level government business sector performance management of the road.As the main part of the thesis, dissertation Chapter Ⅳ, Shenhe District Industrial and Commercial Bureau existing performance management system for the analysis system pointing out its shortcomings; Chapter Ⅴ through performance planning, performance evaluation and improvement of several feedback mechanisms aspects of Shenhe District Industrial and Commercial Bureau of the performance management system for the improvement and design; Chapter Ⅵ of the paper, from the aspect of environmental problems faced by the existing industrial and commercial system, proposed several specific measures to protect the smooth implementation of performance management.
