Study On Evaluated The Performance Of Land Consolidation Of The Xinjiang Production And Construction Corps Eight Division148Regiment

Land consolidation is an important measure to improve the quality of cultivated land, increase the areaof arable land, ensure food security, increase farmer income and improve agricultural production conditions.Our government has invested heavily in the work of land consolidation. But in the process of huge publicinvestment, whether the project had achieved the anticipated target, the use of funds was normal, theimplementation and management of the project was scientific and reasonable, how about thecomprehensive benefit of the project construction, these issues were all social concern, all of this need to beassessed, in order to better regulate and guide the practice of land consolidation work.Based on summarizing the research of domestic and foreign performance evaluation of landconsolidation project, this paper used the model of "input, process, output, and effect", established theindex system of performance evaluation, choosing22indexes from four aspects of project fundsmanagement, the management of the project, the situation of the implementation of main construction andthe benefit of the project. And it selected the AHP as the weight determination, used the linear weightedmethod to construct the quantitative evaluation model. On the basis of these study, it put forward scoringstandard. Then evaluated148regiment of land consolidation project of Xinjiang Production andConstruction Corps the eighth division. The results showed that in the22indexes,18indexes had fullmarks, while4indexes had difference degree deduction. On the whole,148regiment’s performanceevaluation of land consolidation project is good, achieve the anticipate goal of the project. In the fourcriterion layer, two aspects gained full mark, such as the main project completion situation, theachievements of the project. Whereas two aspects about the management in capital investment and theimplements were inadequate. Finally it analyses existing problems in the use of funds, constructionprogress and approval, project quality, and then briefly presents the improved measures and proposal tostrengthen the performance evaluation of land consolidation project.
