Performance Evaluation Of Land Consolidation Project

Our country has a large population and abundant resources,but per capita arable land is less than the world average of 1/3,and arable land reserve resources are relatively scarce.As the accelerated process of industrialization and urbanization,the scarcity of land resources is increasingly prominent.Under this background,it is of great significance to increase the effective area of cultivated land,improve the quality of arable land,enhance the food production and ensure national food security through carry out land consolidation work.There are a lot of money have been invested land consolidation projects since the commencement of land consolidation work.The success of these projects need to be test by the performance evaluation.Based on the reference to domestic and foreign research,this paper studies roundly the connotation,academic basis,index system and evaluation method of the evaluation.This paper puts forward "process+result" opinion of land consolidation project performance evaluation,and introduces the "fanners' satisfaction" dimension through adds the benefit groups--farmers' perspective,and selects 24 evaluation indicators to build the index system of performance evaluation of land consolidation projects.We discuss the process of Analytic Hierarchy Process method to determine index weight and the specific steps of Fuzzy Comprehensive Evaluation to make comprehensive evaluation.Finally,we take the land consolidation projects in Tinghu district,Yancheng city,Jiangsu province as an example.Through the empirical analysis of the two land consolidation projects in Xinglong and Handong,the evaluation grade of the projects are good and excellent.From the point of view of process performance,the two projects are excellent.From the point of view of results performance,the two projects are good.Although the process and results of the fuzzy evaluation rating is the same,but the comprehensive evaluation are different,mainly due to the performance of the process and results of the lower level measures layer,Handong project in fund management,project management,economic benefit and social benefit were superior to the Xinglong project.It is concluded that the performance evaluation is of great significance for the government investment,management and construction of land consolidation projects.The foundation for constructing the index system of "process+result" in the definition of the connotation of the performance of land consolidation project on the more comprehensive and objective response to problems.It is show that strengthen management in the process of the project,control the quality of the construction strictly,develop scale agriculture after land circulation,and implementation of post maintenance measures enables land consolidation projects to achieve higher performance.However,there are also need to improve the process of the implementation of the project through the performance evaluation,analyzes the causes of performance problems in the land consolidation project,such as planning and design is not carefuld,the lack of farmers with communication,project approval the cumbersome procedures lead to extension.We put forward the improvement way:intensify the planning survey design,simplify project approval procedures,clear post project management and protection measures,import social capital in construction.
