With the accelerating urbanization process in China, the problem of urban traffic congestionhas become increasingly prominent. Meanwhile, urbanization also leads to the separation ofworkplace and residence, which makes the traffic problem increasingly serious. Traffic congestionnot only severely affects the work and life of urban residents, also cause serious social problems.Developing high quality public transportation can effectively improve the efficiency of urban traffic,reduce the car ownership, abate the environmental pollution and promote happiness of the urbanresidents. This is an effective means to solve the problem of urban commuting traffic.This paper firstly discussed the situation and severity of the traffic congestion and analyzed thecountermeasures and technical means for solving the traffic congestion both home and abroad anddemonstrates the feasibility of using simulation technique to solve the traffic congestion. On thebasic of traffic data analysis theories, a time series method was proposed to analyze the commutingtraffic data.Secondly on the basic of a large number of detailed data and the commuting traffic congestioncharacteristics of Lingxi Tunnel, the paper elaborated the limitation of the current traffic congestioncountermeasures by analyzing and proposed transit special-line schemes. These schemes would besimulated by VISSIM and evaluation data such as traffic function, operation level would begenerated.This paper built the evaluation system for these Lingxi Tunnel transit special-line schemesupon the evaluation theory of the public transit service level and evaluated the schemes by FAHP,which combine the advantages of Analytic Hierarchy Process(AHP) and Fuzzy ComprehensiveEvaluation(FCE), and an optimum solution is determined.From the perspective of current traffic trends, high quality public transit is an effective methodto slove the problem of urban commuting traffic congestion. Therefore, this paper analyzed thepatterns of Customized Shuttle Bus and Micro Bus. And the future research direction is studiedfrom the aspect of technology and policy leve.The proposed method in this paper strived to providereference for urban traffic congestion. The data analysis method, the simulation analysis method,the transit special-line schemes and the evaluation method could provide guidance for trafficcongestion problems in Hangzhou and even the whole country.
