Under this macroeconomic situation, as the water is closely related to the production of human life, the changes in the price of natural water is increasingly becoming the focus of attention. Since2009, many of our cities have improved urban water prices. Although the reason for their prices vary some for water resource fees, some for water diversion project for the purpose of raising money, and some are intended to recover the cost of water supply, but price increases are exposed in the course of random price movements with informs, unreasonable has caused people’s attention.Based on the situation of water resources above and combine finance on the quasi-public price control theory, this article chooses urban water price controls as a research direction, and select Hangzhou water industry as an example of a representative to focus on empirical research to expect from the point of Government price controls for the construction of water-saving cities to make a constructive contribution.This article will apply to the tariff theory of economics research and policy development, the use of qualitative analysis and quantitative analysis method for urban water price controls were studied systematically.
