Discussing On The Construction Of Evaluation Index System Of Anhui Tobacco Business Enterprise Growth

With the development of economic globalization, domestic market oriented reformation and the increasing anti-smoking movements all over the world, tobacco industry in China is confronted with the enormous pressure. Therefore, promote an integrated reformation for adapting new necessary is the only way for sustainable development in Chinese tobacco enterprises.However, in a long period, Chinese tobacco industry is in the charge of government, for its contribution to financial revenue and harmful effects to common consumers, which attributes to several features, such as government function and enterprise affairs merges into one, planned oriented and monopolistic management, and forces Chinese tobacco industry into a dilemma of "big enough but weakness". In fact, market-oriented reformation in tobacco industry is critical to Chinese market-oriented reformation and it will become the last fortress in Chinese economic transition. According to this, authorities of Chinese tobacco industry have carried out a series of market-oriented reformation, including the separation and reintegration between industry and business, canceling corporate qualification of country seats, and improving the prominent tobacco brands, which have boosted a great advance in Chinese tobacco industry. Obviously, these methods are still under the old rules and regulations. Breaking the old ideas and systems as well as bringing in foreign experiences are the vital to having a healthy road to succeed for Chinese tobacco enterprises. In recent years, the reformation and improvement in Anhui province have been placed forward among Chinese tobacco reformations. It is no doubt that these efforts offer important theoretic values and practical significance to those Anhui tobacco business enterprises and some relevant researches.Based on the enterprise growth theory, business growth theory and innovation theory, under the comprehensive review of enterprise growth concept and the research results of evaluation index system of tobacco business enterprise growth, based on a comprehensive and systematic analysis of Anhui tobacco business enterprise reform and growth practice, this paper build a set of evaluation index system of the tobacco business enterprises growth from the grow speed, grow quality and grow potential, the point is the thematic studies about determining the numerical value of every layers’ judgment matrix of the index system by the Delphi and AHP methods, and we got the right weight of each indicator in the evaluation index system and passed the consistency test by the Matlab2010b software, and finally we got some conclusions, such as the potential of human resources, the ability of scientific and technological innovation and so on play a vital role for the tobacco business enterprises’ growth.
