An Empirical Study On Farmers’ Willingness Of Agricultural Land Transfer In Daming Country, Hebei Province

China is an agricultural big country. Agriculture, rural areas and farmers problem are fundamental problems to be solved to realize national rejuvenation, and land problem is the key to solve the "three rural issues". The rural land contracting rights circulation is the core problem in land issues. Right to the contracted management of rural land circulation is the necessary result of productivity development, it can not only promote a reasonable and orderly development of the agricultural structure adjustment, the development of moderate scale management, accelerate the development of modern agriculture, also can realize the peasants’income, improve the level of life. Farmers as the main body to be important in the process of farmland transfer, they will determine the implementation of farmland circulation or not, therefore, study the willingness of formers agricultural land transfer and analyze the factors is the solution to the current rural land issues, and promote the important subject of land circulation.This paper selects gold embankment Darning County Township180households for the survey, with the Marx land rent theory, property rights theory and institutional change theory as guidance, analysis of the status quo in the area of agricultural land transfer, the transfer of the wishes of farmers, and investigate factors analyzed. Field data obtained through questionnaire and investigation interview, a combination of qualitative and quantitative analysis of treatment related factors influencing peasant households’willingness of farmland transfer, finally puts forward policy Suggestions to promote the rural land circulation.According to the investigation and analysis, draw the following conclusions:(1) The sample area farmers are willing to transfer the land ratio of23.53%, the proportion of land are willing to turn out to31.76%, while the proportion of households want to remain unchanged up to44.71%. Circulation of proportion reluctant occurred occupies a large part of the study area which secondary and tertiary industries are not developed enough, the economic base is weak, difficult to obtain stable and sufficient farmers off-farm income are closely related.(2) The wishes of farmers agricultural land transfer is affected by many factors.(3)The farmers own comprehensive quality determine the wishes of farmers circulation behavior differences. This paper divides farmer for conservative farmers, wait and see farmers and the enthusiasm of farmers, therefore, according to the different types of farmers to take different measures to guide and promote the development of land transfer.
