Study On Farmers’Willingness Of Rural Residential Land Consolida

To relieve the tremendous pressure of land reduce and achieve the goal of "get benefits through latent potentialities", Ministry of Land and Resources carried out pilot units at the end of2005"to hook the increasing of urban construction land and the decreasing of rural construction land", to promote save and intensive land and urban-rural areas overall planning development through rural residential land consolidation. Rural residential land consolidation can both control the gross of construction land, keeping dynamic and qualitative balance of cultivated land and optimize land structure, improving villages’visage. But Rural residential land consolidation is a complicated system engineering, to ensure the policy implement smoothly, coordinating various interests is an important question.Farmer is the most basic and direct units and the subjects of rural residential land use. As a starting point, this paper summarizes the research on progress at home and abroad about rural residential land consolidation and make sure research goal, method and technical route. Then tracing back the historical evolution of rural residential land consolidation, summing up the problems and the enlightenment. Based on the theory of household behavior and social stratification, anglicizing on farmers’behavior about participating in rural residential consolidation, set up theoretical analysis framework from the stakeholders of rural residential land consolidation, influencing factors and decision behavior of farmers participate in rural residential consolidation, basing on theoretical analysis, raise research hypothesis. Then using Logistic model verify research hypothesis, hoping make quantitative analysis on various factors of farmers’participating desire. On empirical study, except internal factors on household characteristics, family characteristics and participating desire, we also discussed on the attitude and behavior of collective economic organization and farmers’main related person. Conclusion that, there is a great correlation between farmers’participating desire and householders’age, domestic net income, building’s age, the attitude and behavior of collective economic organization and farmers’main related person.At last, according to difficulties on rural residential land consolidation at present, we put forward several countermeasures, such as strengthening propagandism, mobilize farmers’enthusiasm; establishing correlative regulation, standard rural residential land consolidation; maintaining peasants’rights and interests, distribute farmers partial benefits; the implementation of rural residential land consolidation should match the policy of rural land transfer and shareholding system reform; establishing a sound social security system in rural areas, hoping to provide some guidance for improving the policy and widely developing rural residential land consolidation.
