Research On The Construction Of Industrial Public Service Platforms In China's Development Zones

In May 1984,China officially opened 14 coastal port cities on the basis conomic zones,such as Dalian,Qinhuangdao,Tianjin,Lianyungang.etc and established special successively state-level economic and technological development zones in these cities.With the accelerated pace of reform and opening-up,various types and levels of development zones have been expanding in number and scale.After a period of development,part of the development zones have gradually formed a certain dominant industry.In order to more effectively promote the industry,to take it further,to create a more powerful effect of industrial development,and promote the formation of the core competitiveness of the park,part of the Economic Park continues to explore and set up different sizes and forms of industrial development carrier called as industry public service platform,such as transaction center,information platform and financing platform.It is also a way to lead industrial development and enhance the economic competitive advantage.Lianyungang Economic and Technological Development Zone,as one of the first batch of state-level economic and technological development zones,has gone through two start-up phases.The first start-up phase featured by the infrastructure construction and development of the new settled enterprises.The second start-up phase is featured by continuously growing total economic output and expanding development space.Basically,the development zone government is mainly to provide basic management and services for enterprises and industries in the former two phases.Since the year 2013,the third start-up phrase has began and Lianyungang Economic and Technological Development Zone government has began to focus on creating a number of industrial development platforms.Due to the relatively weak economic base,unbalanced development of the industry and limited ability of resources integration,the construction of the platform encounters a series of difficult problems.This paper tries to analyze the construction of industrial public service platform of Lianyungang Economic and Technological Development Zone through discussing the differences between foreign industrial public service platforms and those of China.This paper is divided into five parts.The first part introduces the background of t he topic,domestic and foreign literature review,research ideas and methods.The follo wing chapters introduce the relevant concepts and theoretical basis,the practical need s and problems of building the industry public service platform in Lianyungang Econ omic and Technological Development Zone,the main experience of building the indu stry public service platform from the relevant development zones in China and its enli ghtenment to Lianyungang as well as the Countermeasures for improvement of Liany ungang Economic and Technological Development Zone for the Construction of Indu stry Public Service Platform.Through the research of the relevant public service platf orm of the park industry,the author analyzes the proper elements and functions of the public service platform in the development zone,proposes suggestions for the constru ction of industry public service platform in Lianyungang economic and technological development zone.
