Research On The Influence Of Innovation Policy On The Technological Innovation Ability Of Non-core Enterprises

As the main way and developmental mode of economic growth,innovation network's driving force is composed of the interaction of core enterprises,non-core enterprises,universities and research institutes and other stakeholders.As the leading enterprise in the innovation network,the importance of core enterprises is self-evident.Because of this,many scholars regard core enterprises as research objects,and make detailed explanations from different perspectives.However,without these non-core enterprises that provide supporting and manufacturing services,the whole innovation network is difficult to form,if the core enterprises are only dependent on.Compared with core enterprises,non-core enterprises are often at inferior position in terms of scale and technology,and exist in the innovation network as the absorption party of knowledge transfer.Its technological innovation ability is not only influenced by the core enterprises,universities and scientific research institutions,but also easily influenced by innovation policy.This paper takes the non-core enterprises as the research object,divids innovation policy into three types according to its different effect: supply policy,environmental policy and demand policy,discusses the mechanism of the impact of innovation policy on its technological innovation capability,to try to provide theoretical basis for the government to implement innovation policy.The main content of this paper is divided into four parts,including 6 chapters.The first part is the introduction that describes the background of the topic and the technical roadmap.The second part is the theoretical part,including the second and the third chapter.Making literature review and summary,determining the specific type of innovation policy;on this basis,analysing influence factors of technological innovation ability of non-core enterprises and the influence mechanism of different types of policies on technological innovation ability of non-core enterprises,and constructing a comprehensive model.The third part is the empirical part,including the fourth chapter and the fifth chapter.Construcing system dynamics model,making simulation with the help of Vensim PLE platform and analysing the results.The fourth part is the conclusion and suggestion.In view of the above theory and the empirical analysis,the relevant conclusions are drawn and the relevant policy suggestions are put forward.Through the empirical study,we get the following conclusions:The incentive effect of innovation policy is different.The incentive effect of supply policy is the most significant,the demand policy takes second place,and the environmental policy is the weakest;Among the supply policy,the incentive effect of government S&T appropriation policy on technological innovation ability of non-core enterprises is the most significant,education expenditure policy is the second and preferential tax policy is the weakest;while for core enterprises,when the proportion increases to a certain extent,education expenditure policy is the most significant,government S&T appropriation policy is the second and preferential tax policy is the weakest;Among the environmental policy,the incentive effect of scientific and technological service policy on the output value of new products of enterprises is significant,but not obvious incentive effect on patents.The sensitivity of the policies is different,compared with the core enterprise,technological innovation ability of non-core enterprise is sensitive to the supply policy and demand policy,and so is the output value of new products;Among the supply policy,the technology innovation ability of non-core enterprise is more sensitive to the government S&T appropriation policy and preferential tax policy;Among the environmental policy,the technology innovation ability of all enterprises is sensitive to the technological service policy,but not sensitive to the financial policy.
