In September2009, the state determined to develop a new type of rural social endowment insurance is the ’New Rural Social Endowment "pilot. In Inner Mongolia, this article selects three villages to carry out an investigation, combined with the research methods of questionnaire and unstructured interview, found that the "New Rural Social Endowment " presents characteristics of "the high rate, low participation in coverage" in the process of system implementation.In this paper, analysing on peasants’ insured Behavior in the sociology perspective. The previous "economist theory", assuming that farmer is "economic man", peasants ’insured behavior is dominated by economic rationality, and seek to maximize the interests of the individual. But according to the social capital theory, the farmer is "social man", while peasants’ insured behavior as a kind of economic behavior, but not just to pursue benefit maximization, thinking economic behavior is embedded in the social network. Peasants’ insured behavior is influenced the emotion, the way of information, trust and so on. It is a combination of instrumental reason and value rational, so peasants’ insured behavior presents the characteristics of "high rate, low participation in coverage". Peasants’ insured behavior is not only affected by age, health status, level of education itself, household income, sources of income, family status, consumer spending, family endowment concept, also is limited by rural social domain feature and interactive features, also affected by the understanding of system design, and so on and so forth. This article selects interactive situation,the degree of mastering of information, the credibility of system response the farmers’ social capital to analyze effect of peasants’ insured behavior. This article generally has six parts:Part one presents the research background, research of theoretical implication and practical implication, the related research at home and abroad were reviewed, pointes out that this research accepts investigation method, nnovation and deficiences.Part two establishs the relevant concepts and presents the theoretical foudation of this paper. Part three presents the situation of the survey area and a minute description of the sample. Through analysis, found that peasants’ insured behavior presents characteristics of "high rate, low coverage", namely the farmers participate in the high enthusiasm,but farmers’level of involvement is lower.Part four analyzes the factors that affect peasants’ insured behavior, including personal condition, family situation, and the influence of social capital. From the personal characteristics, different age’ farmers choose different levels, that also is mainly affected by their pension awareness, emotion for "family" and another subjective factors. And farmers who have different level of education are limited by factors such as their own understanding of information ability make a different payment option. From the family characteristics, peasants’insured behavior is not only based on the family’s economic situation of rational choice, but also to consider the whole family of consumer spending and family pension burden, family population and other factors. From the perspective of social capital, mainly through the interaction between farmers and the village cadres to influence the access to information, the interaction between the degree of understanding of the "New Rural Social Endowment" affects peasants’ insured behavior. Through the interaction between farmers group pressure so that the farmers produce conformity behavior, and interact with the village cadres can produce mobilization effect through the rational and emotional mobilization, these factors affecting peasants’ insured behavior. Another through the trust mechanism of social capital, mainly for the confidence in the system is to reduce the information acquisition cost, improve the satisfaction of the institution to influence peasants’insured behavior.And Old Rural Social Endowment’s bankruptcy, and system design of the "New Rural Social Endowment" itself to system affects farmers’ trust. In brief, by individual farmers and family characteristics, as well as the social capital of subjective and objective factors, peasants’ insured behavior shows characteristics of "high rate, low participation in coverage".Part five is advice. To change farmers when choosing payment option of "adverse selection", improve the "New Rural Social Endowment " coverage, realize the sustainable development of the "New Rural Social Endowment", in the aspect of system design and improving the quality of social capital, some suggestions were put forward:set up different levels of endowment insurance system, points the crowd to promote "New Rural Social Endowment"; Strengthen financial investment subsidies, the establishment of effective incentive system of participating; Ensure the constancy of the system, heighten farmers’ confidence in the system; Enhance the promotion of New Rural Social Endowment, give play to mobilize effect; Change farmers’ traditional endowment concept and improve their educational level; Protection of rural culture, enhance the farmers’ interaction.Part six is a summary of the analysis of the above conclusion.
