In order to get the core technological competitiveness, to occupy the science andtechnology area of the world, all the developed and developing countries haveinvariably promoted scientific and technological innovation as the strategic choice toget the core national competitiveness. As a developing country in a very long time afterthe founding, China was available to achieve significant technological upgradingthrough the introduction of foreign capital, personnel, and management experience. Butin the era of economic globalization, science and technology have become the maindriving force of economic and social development, the competition of science andtechnology have become the focus of competition between countries. With thetechnology and economic strength gap between China and developed countries isbecoming narrow, science and technological level’s upgrading will depend on theenhancement of scientific and technological innovation capability. If we want to catchup with and beyond our economic and technological level, to promote sustainableeconomic and social development of our country, we must continue to enhancescientific and technological innovation capability, use the scientific and technologicalmeans to get the advantage of backwardness. Therefore, explore and find ways tofurther enhance scientific and technological innovation capability, to accelerate the paceof scientific and technological innovation, to accelerate the innovation-driven socialconstruction, are quite practically valuable.Firstly, this paper use literature research methods, extensively find a wide range ofthe latest technology information and data, do in-depth research and describe the statusquo of China’s scientific and technological innovation capability in these two areas.Respectively, from the current achieved effectiveness and the problems incapacity-building of scientific and technological innovation capability.Secondly, take highlight problems that currently exist as starting points, useinterdisciplinary research methods to explore and analyze the underlying reasons whichimpact the upgrading of China’s scientific and technological innovation capability,provide direction for later countermeasures discussion.Focusing on the following fouraspects: scientific and technological innovation system; innovation achievementstransformation; scientific and technological personnel development; innovation socialatmosphere. Thirdly, select Asian neighbor Japan as a extraterritorial research object, use the latestindicator data as a benchmark, use comparison analysis methods to compare scientificand technological innovation capacity between China and Japan, use literature researchmethods summarize and analysis successful practices and experiences of Japan enhanceits national scientific and technological innovation ability, provide a reference for thelater countermeasures discussion.Finally, aimed at the status quo of China’s basic national conditions and technologicaldevelopments, combined with reasons which impact the upgrading of China’s scientificand technological innovation capability, based on the learning of successfulextraterritorial practices, this paper find out some targeted and practical suggestionsfrom five aspects(the reconstruction of the scientific and technological innovationsystem; the optimization of innovation incentives policy system; the improvement of thetransformation mechanism; the strengthen of innovative talents construction; thecreation of social innovation atmosphere) to further enhance China’s scientific andtechnological innovation capability.
