In recent years, increasing greenhouse gases, especially carbon dioxide emissions cause globe warming and other environment problems, which seriously affect the development of human society, so these issues need to take a low-carbon development path. In China, carbon dioxide emissions mainly come from burning fossil fuels, and in the energy structure of China’s energy consumption, coal accounts for about70%and50%coal is consumed by power generation. So power industry becomes an important reason in carbon emissions. Thus, it is particularly important to analysis factors of affecting carbon emissions and establish evaluation system of power industry.This article firstly estimates carbon emissions of power industry from1991to2011, and the results show that carbon emissions of China’s power generation sector is overall growing year by year, and carbon emissions per generation shows a decreasing trend since1991.Then analysis the indirect carbon emissions factors in electrical consumption sectors by using complete decomposition model.Factors affect indirect carbon emissions in industry sector concludes economic factors, structural factors, efficiency factors and emission factors, and factors affect indirect carbon emissions in livelihood sector concludes demographic factors, income factors, efficiency factors and emission factors. The results show that economic factor is the main reason of indirect carbon emissions’growth in industry sector, and structural factor play a role in promoting, while efficiency factor mitigate the growth trend of the indirect carbon emissions of power consumption,and emission factor play an increasingly important role in reducing indirect carbon emissions of electricity consumption. The main factor that affect the indirect carbon emissions growth from electricity consumption of livelihood sector is income factor, and emission factor mitigate the growth trend of the indirect carbon emissions. However, The utility factor in urban and rural areas showed a very different effect, which reduces the carbon emissions in urban and increases in rural.In addition, the article investigates the evaluation system of low-carbon development in power industry, and establishes the system with technical and energy efficiency indicators, low-carbon power structure indicators, low-carbon economic indicators, pollution control indicators and resource utilization indicators, that totally including13quantitative indicators. Then the paper evaluate the level of low-carbon development of various regions in China by using principal component analysis. The results show that Shanghai, Zhejiang and Tianjin are the top there, while Xizang, Xinjiang, Qinghai are the opposite, and overall the eastern coastal areas are significantly better than the western region.
