Manufacturing is the economy of our country,It is also the foundation ofcomprehensive national strength. In recent years manufacturing has a rapiddevelopment but still keep the model of development of high energy highpollution and high emission. It has brought serious challenge to resource andenvironment. With the advent of the resources and environment problems,manufacturing needs to optimize the industrial structure in our country, from theperspective of resource conservation and ecological environment protection,develop a low carbon economy to promote industrial upgrading. Thebreakthrough innovation is based on the new engineering and scientific principles,by changing the original technological trajectory to implement technologicalleapfrogging, change market rules and competition situation, it is China’smanufacturing industry strategy tool to achieve leapfrog development. At thesame time in the manufacturing of low-carbon technology breakthroughinnovation is the key to build a reasonable and effective mechanism of lowcarbon technology breakthrough innovation.Then based on the above research, this paper constructs the low-carbontechnology for manufacturing industrial upgrading breakthrough innovationmechanism evaluation index system, from the important factors affecting theoperation of each mechanism as a starting point, using the analytic hierarchyprocess (AHP) to determine the index weight, build within the running effectevaluation model and their mechanism and each mechanism between the runningeffect evaluation.At the end the paper selected the auto industry as samples, mechanism ofmanufacturing low carbon technology breakthrough innovation in our country for empirical analysis, to test the above research is scientific and practical, and at lastit put forward countermeasures and suggestions related research.
