New Town Development Problems And Countermeasures In Chang De City Of Hunan Province

With the rapid development of social economy, thousands of small town hascome out, the development of those small towns has occupied very importantposition and played more and more important role in the national economic and socialdevelopment situation. It has become a great topic of modernization construction onhow to summary and analysis the development situation of those towns andaccelerate the development of the new towns, promote sound and rapid economicand social development,This paper introduces the main study on the development of small towns at homeand abroad, discusses the related theories of it, points out the great significance ofnew towns construction.combined with the actual data and related information, weconducted serious research on development achievements and the prominentproblems of Changde small towns, to give the credit on the results, and give ananalysis on the existing problems of Changde new towns development, such as lowlevel of the Urbanization development, slowy speed of the urbanizationdevelopment, small center city scale, the extensive management, the weak industrysupport, the lack of public services, etc. The reasons why those problems there due tothe current household registration management system, traditional industry as theleading role,system mechanism obstacle, financial embarrassment, weak supervision,weak policy environment, low level development, weak unction,and low level ofideology, etc. Aimed at the exist problem, giving an analysis on the successfulexperience of the small towns development at home and abroad and the foreigncountry urbanization situation. On the basis of those study, then gave a deep analysisand recommendations on the aim and key of Changde small town development.In summary, this paper thinks that the key of the Changde new townsdevelopment is to strengthen the guidance, enlarge the center city area, improve theurban system level, establish policy guidance mechanism to remove the obstacles,strengthen the industry and financial support, strengthen regulation reinforceexamination supervision, traffic priority, and vigorously promote commondevelopment of town and village.
