Study On Creative Human Capital Support And Effect In Industry Transformation And Upgrading Of Resource-Based City

The economic development of China has maintained a relatively stable trend at the expense of high input, high consumption and low output, which makes against the sustainable development of economy and society, so adaptive adjustment is necessary for the existing industrial structure.The adjustment of industrial structure of resource-based city(RBC) has unique characteristics. Because of the special development path, they come into being a situation of resource dependence and the unreasonable industrial structure. To promote industrial development and rational allocation of production factors could not be separated from the role of people. Creative human capital is the most active part in human capital, it helps to find and eliminate the market disequilibrium, to promote the RBC towards innovation-driven development, and finally to achieve comparative advantage and competitive advantage.Firstly, combining with the existing human capital classification and measurement, the creative human capital is decomposed into four creative ability factors including with theoretical innovation, management innovation, technological innovation and R&D innovation. Each individual may have multiple creative ability factors. Based on identifying the main carrier of creative human capital, it measures the creative human capital stock in the sample cities using Multi-AHP.Secondly, by using cluster analysis and multiple correlation analysis,it screen and establish a evaluation index system of industrial transformation and upgrading from three aspects, including advanced, rational and low carbon. To make different RBCs more comparable, by constructing a "base city" as the evaluation benchmark in industry transformation and upgrading to conduct horizontal and vertical contrast.Finally, it analyses the effect and supportive ability of creative human capital ability to the industry transformation and upgrading from the point of theoretical and empirical. First of all, it analyses the theoretical relationships between creative human capital and industrial transformation and upgrading. Then, with the help of Granger’s causality test, analyses the causal relationship relying on statistical significance. Furthermore, on the basis of considering other influence factors of industrial transformation and upgrading, including consumer demand, resource type, etc, using structural equation model, conducting empirical research on the effect and supporting capacity of creative human capital to industrial transformation and upgrading. At last, according to the above analysis results, puts forward countermeasures and suggestions to improve the collaborative ability of creative human capital and the transformation and upgrading.
