The research object of this paper was the food cold-chain logistics enterprises, through the analysis of the current situation of low-carbon operation in food cold-chain logistics enterprise, found the existing problems and deficiencies in the process of operation. Then introduced the theory and method of value engineering, to seek its improvement and optimization, and to provide a reference suggestion for food cold-chain logistics enterprises to carry out low-carbon operation effectively and improve the economic benefits as well as social benefits.First of all, combined with the definition, characteristics, operational objectives, content and operation process of food cold-chain logistics, to get a comprehensive analysis. In this way, we got knowledge of the food cold-chain logistics was the trinity. In other words, three meant equipment, personnel and processes, one meant through the management of the three formed by cold-chain system, to determine the function definition of the food cold-chain logistics operation, and introduced the concrete case to analyze the value.In addition, based on expanded formula of value engineering, then through analyzing the present situation of food cold-chain logistics and the characteristics of the carbon emission, carbon emission accounting standards and measurement methods made currently comprehensive comparison, this paper selected the carbon accounting method which was suitable for food cold-chain logistics enterprises, to ensure that calculating reasonable, accurate and reliable carbon emission for life-cycle. Finally, case was introduced to calculate the value engineering extension value coefficient in the formula.Finally, comparative analysis of value engineering evaluation result about basic value engineering formula and extension value engineering formula in this paper. If there are both not consistent, using the evaluation model of life-cycle cost and carbon emissions, which optimizing the results. For the low-carbon operation of the food cold-chain logistics enterprises, brought up some suggestions and countermeasures, to realize the win-win goal of the economic benefits and social benefits. As well as to widen the application field of expanded VE formula and comprehensive comparison model which was made up of life-cycle cost and carbon emissions, It was verified to be effective by practice again.Through researching several food cold-chain logistics enterprises and reading a large number of papers, this paper had an argument about the application of value engineering in food cold-chain logistics enterprises to promote the development of low-carbon operation, and proved that this method was helpful to improve its economic benefits and social benefits. Therefore, the enterprises should consider the whole operation process of food cold-chain logistics enterprise, to find out the effective solutions to shorten costs for operation as well as carbon emissions.
