With the continuous improvement of living standard, food quality and safety is getting more and more attention of consumers. The efficient operation of cold chain logistics has become the reality needs for differential management, food safety guarantee and the key to win market competition. Cold chain logistics center is a derivative of the modern logistics and the rapid development of the market economy, and it is in the crucial node location in the food cold chain and plays a connecting link and key role in the control of food safety. At the same time, it is necessary for food circulation infrastructure and an important part of enterprise strategy development. Its goal is to maximize the satisfying the demand of the upstream and downstream of food cold chainThe rational planning and design for food cold chain logistics have a great significance in economic development, social development and scientific progress. On the economic, it is able to enhance the competitiveness, to speed up the circulation of food commodities, to form the scale effect of logistics operation, to improve the use efficiency of all kinds of food cold chain resources and reduce the loss of the product, to ensure the safety of the food quality, to improve customer satisfaction and brand reputation, to reduce business risk and preserve business cost and bring positive benefits of economic development and avoid the negative effects of economic losses. In the society, it can improve people’s living standards, provide jobs and relieve pressure on land and other resources. In the science and technology, it not only accelerates the development of new products and new technology for food cold chain butalso led to the rapid development of refrigeration technology and logistics information technology.On the other hand, compared with the normal temperature logistics center, food cold chain logistics center is demanding in term of professionalism and building investment level and its planning and investment risk in also greater. At the same time, it needs to meet the special requirements of time, temperature and storability and it should have a sound cold chain logistics functions, perfect logistics facilities and information networks and unified business management and operation of norms. Therefore, the design and planning of food cold chain logistics center has a very important practical significance and is worth us to carry out-in-depth research.In our country, the research for the planning and design field of food cold chain logistics center is still in the early stage. This is a relatively new thing and there are many imperfections in it. In China, from the literature about planning and design of food logistics center, we can find more about planning and design of the study of normal temperature logistics center and less about food cold chain logistics center. Among the Planning studies on food cold chain logistics center, the research on logistics center layout and operations management is relatively small and the theoretical basis of these planning studies is incomplete and have some shortcoming and deficiencies and it cannot form an effective system planning and management methods. On the Research on logistics centers, in our country, we just make more study of the current situation from the macro level or aiming at the study of the individual aspects of location problem and lack of overall planning and downstream integration and the research is dispersed. China’s food chain logistics is still in its infancy and the operation mode is relatively backward in refrigeration technology and cold chain management. The case studies on this area have just started. The research for the planning and design field of food cold chain logistics center which combines food quality and safety perspective and cold chain logistics characteristics and based on planning and design of the study of normal temperature logistics center has not yet formed.The different business operation mode of cold chain logistics determines the different functional location, relatively, the planning and design scheme and construction standards for logistics center should also be different. Therefore, a rational design and planning of food cold chain logistics center requires properly handling the coordination and convergence between business operation mode and functional orientation, standard operating procedures, logistics information systems and hardware facilities. Well done the job from overall co-ordinate design to local content programming and then from to local content programming to the implementation of the overall co-ordinate and avoid the additional cost and unnecessary repeated rectification in future operations of food cold chain logistics center. Jing Kelong food cold chain logistics center is a low-temperature logistics center in Beijing which have high technology content and advanced level. It is a leader in fresh food cold chain logistics and conducting case studies for its fresh food cold chain logistics center is representative.This paper try to plan the food cold chain logistics center which is based on analyzing the related domestic and foreign research result of planning and design of food logistics center and present situation and problems of the food cold chain logistics center, combined food safety perspective and cold chain logistics characteristics and learn method from the planning and design of normal temperature logistics center, on basis of the food cold chain logistics center concepts and using the ideas of systems engineering and management science. Meanwhile, linking theory with practice, based on the business background and strategic data analysis of Jing Kelong fresh food cold chain logistics center, combined logistics center planning principles, planning studies of Jing Kelong fresh food cold chain logistics center this specific cases. Through analyzing its strategic co-ordination, overall planning four aspect like commercial operation mode and functional orientation, standard operating procedures, hardware facilities and logistics information systems, though strengthening operational management and integration cold chain resources these two major aspects, this paper gives the counter measures and suggestions for strengthening the overall planning of food cold chain logistics center. At last, this paper concluded and proposed the idea of the future development imagining of JKL enterprises and hope the studies of this paper can help to improve the food cold chain logistics center system planning theory and methods and can provide some reference to the practical planning work for China’s food cold chain logistics center.
