Power equipment manufacture has the typical characteristic that it is the project manufacture for which the product will be designed and production will be arranged according to contract and order, the project success is targeted by satisfying delivery requirements of customer’s customized demand, due to customized demand, high technical requirement and major difference of structure, the company’s capacity of resource optimization and allocation under limited condition has become core competence for improving operation efficiency. The purpose of the thesis study is to find method to improve production capacity and efficiency of key test resource as well as to improve company’ s competence on project management and determination through PERT(Program Evaluation and Review Technique)-AHP (Analytic Hierarchy Process) application method used for project of resource priority ranking during steam turbine and generator dynamic balancing test.Based on check-out the documentation and substantial practical research, several analysis have been done including the current status of resource allocation for power equipment manufacture and the feature of how to meet customized project demand; the research result has been summarized with regard to the issue on resource priority ranking during execution of big scale discrete manufacturing industry at home and abroad. The thesis sets the dynamic balancing test of turbine generator rotor of Beijing BEIZHONG Steam Turbine Generator Co., Ltd.(BEIZHONG company) as object of study, applies the combination method between theory and practice, by means of the interview with expert, substantial case analysis and the tools of PERT(Program Evaluation and Review Technique)-AHP (Analytic Hierarchy Process), the problem has been studied with regard to the unscientific resource priority ranking determination during production period in manufacture industry, the determination and evaluation mode has been set up related to key resource priority ranking in dynamic balancing test, the best option of resource priority ranking has been calculated. Then the solution on resource priority ranking suitable for power equipment industry had been found.The thesis applied PERT(Program Evaluation and Review Technique)-AHP method to research the subject of resource utilization for key project in power equipment industry, provided effective evaluation method for company’s resource optimization allocation and resource priority ranking determination, the thesis has the model significance for company’s project management under limited resource environment.
