Accompanied with global economy development and more and moreconcentration to operation safety from government, enterprises in chemical industryis facing more pressure than before in their living and development. Enterprisesservice customers with better quality, upgraded process and lower cost to participatethe severe competition in the market, meanwhile, series of regulations&policiesissued from government also requires enterprises take safety, health&environmentprotection as foundation in daily operation. To meet this target requires a group ofemployees who are well trained with safety mindset and operation discipline.Operators are core assets of a company, and their capabilities are critical to thecompany, esp. for the operation safety. Nowadays, many enterprises has begun to payattention to operator competency development, and spent lots of efforts in investingresources. However, the effectiveness is hard to be satisfied. It’s a common headachethat bothers many enterprises on how to improve training effectiveness of operators.The key is to set up a training&development system for operators, which is morefocus and practicalThis research is based on operator training and development system designedwith competency matrix in Song Cheng Chemical Company. Key problems intraining system are probed through interview: lack of management ownership intraining, training does not match responsibility, lack of systematic trainermanagement process, lack of practical effectiveness evaluation system. Focusing theroot causes, we systematically reviewed job responsibilities, identified operatorcompetency, set up training matrix and training plan, optimize trainer managementprocess. Finally, we research on training system implementation from organization,process and resource point of view, to guarantee the operation effectiveness.The study provides the methodology, model and implementation process for operator training system. It will be a reference for enterprises in chemical industry toimprove operator training effectiveness.
