Since the 21 st century,various countries have entered the era of a knowledge economy;it makes the whole society gradually realize the importance of cultivating talents.Many enterprises have begun to emphasize training employees to obtain external knowledge and improve corporate efficiency.Besides,more and more public management departments are also Taking training as the core means to enhance the ability and quality of employees and coordinate the organization’s development.There are many ways to train employees,but some state-owned enterprises in developing regions currently have a preliminary evaluation of employee training effects,and the effectiveness of transformation could be better.The Tobacco Monopoly Bureau of City Y is in a developing area;a standardized training system has been established according to local conditions.However,the method and process design of training effect evaluation is still in the initial stage,and the training evaluation results cannot serve as a guide.Based on those situations,the thesis combines the competency model.It uses the methods of literary analysis,questionnaire survey,case analysis,and an expert interview to study the training effect of the Tobacco Monopoly Bureau of City Y.City Y has made significant progress in training courses,teaching forms,and plan declaration in recent years.However,there still needs to be more effect evaluation,which makes the training effect not meet expectations.This thesis improves the content and methods of training effect evaluation and finds the evaluation results to provide a reference for the healthy development of training work.First introduces the general situation of Y City Tobacco Monopoly Bureau,the current training situation,and the current situation of training effect evaluation.Then points out that its training effect evaluation has a formalized process,few levels,a single data source,system imperfection,and other problems,and analyzes the causes.Secondly,optimize the training effect evaluation system based on the competency model,including re-establishing evaluation indicators,assigning weights to indicators,determining evaluation subjects,designing evaluation methods,and analyzing evaluation results.Finally,according to the evaluation results of the training effect,the problems and reasons in the training of the Tobacco Monopoly Bureau of City Y in terms of demand analysis,training design,effect evaluation,and system guarantee are analyzed.It is proposed to improve the training effect of the Tobacco Monopoly Bureau of Y City by analyzing the training needs based on the competency model,optimizing the training system and training effect evaluation system,and improving the training effect evaluation system,and further research directions can expand in future discussions.
