At this stage, the social division of labor is increasingly refining and thecompetition of each industry is more fierce,if the enterprises want to maintain afoothold in industry,they must keep their continuous core ability and competitiveadvantage. The emergence of human resource management outsourcing model,on theone hand,can not only make the human resources activities reduce management cost,improve the professional level and innovation ability within the enterprise,but alsoliberate from those conventional or inefficient affairs to develop the human resourcesmanagement strategic significance. On the other hand,human resource managementoutsourcing could realize the reorganization and optimization of the organizationalstructure,and transfer the enterprise limited resources from the non-core business tothe core business reasonably to provide the impetus for enterprises to obtain sustainablecompetitive advantage.However,as a market trading action,the management scope of human resourcemanagement outsourcing has gone beyond the traditional management boundary inenterprise interior. Human resource management outsourcing inevitably bringsdifferent degrees of risk while providing a series of advantages,thus it requiresenterprises to take measures for human resources management outsourcing effectivelyin order to reducing and avoiding the adverse risk and obtain the satisfactory effect.Based on the study on the human resource management outsourcing literature,thispaper extends traditional horizon of human resource management outsourcing chain,focusing on outsourcing decision-making,outsourcing content and contractor selection,to both relationship management and performance assessment, which achieves avirtuous cycle of early decision-process management-results feedback in humanresource management outsourcing,makes up the existing literature research vacuumand enhances the theory direction in outsourcing practice.Specific to this paper,firstly,the author will conduct a detailed review of theliterature from human resource management outsourcing perspective and enterpriseperspective,and introduce the internal and external motivation and risk of enterprise human resource management outsourcing. Secondly,according to the two-wheeleddrive model and system evaluation theory,author integrates and classifies enterpriseoutsourcing relationship management activities based on oriented standards,thenclassifies them into result-oriented activities and process-oriented activities,whichenrichs the scope of outsourcing performance evaluation object. Besides,the paperconstructs human resource management outsourcing performance evaluation model,then divides evaluation index into the result index and the behavior index in accordancewith their own nature, which keeps the correspondence between outsourcingperformance evaluation factors and outsourcing relationship management activities,and provides feedback platform for outsourcing result through evaluation performancematrix. Finally,author,as a modifier,uses innovatively grey clustering medianassessment method to analyse quantitatively empirical data from the evaluation model,and systematically summarizes the limitations and development point of this research.
