Nowadays, human resource has become the enterprise resources is the most important part, then, as a core part of the modern human resources management system, performance management, which runs through the whole process of enterprise management, but also involved in many fields of the development of the company, is an important guarantee for the enterprise to keep sustainable competitiveness. The performance management strategic objectives of the abstract into concrete activities of the staff, very good to ensure the enterprise to implement the strategy, has a profound effect on the perfection and enforcement of enterprise management. Not only a reasonable performance appraisal system can objectively reflect the business situation of enterprises, but also found some problems that exist in the management at the same time, can improve the management level of an enterprise. Of course, provides a reliable basis for the application of performance appraisal results but also for the enterprise human resources management, but also provides a solid foundation for enterprises to establish an effective incentive mechanism.At present, swept up the performance management system is our country many enterprises, these companies use the performance management mode of the modern, developed a system of a series of attempts, in this way to improve the enterprise’s performance is very good quality. However, through the exploration and research of a large number of these companies, and found that in practice, to give full play of performance management, efficient real energy efficiency is not easy. HYJD Company is the company of noise control engineering in a comprehensive, committed to the development and engineering construction, the project department is the key department of the enterprise, has a direct effect on the development of the company. To say that the project management, the process is a very complex system, and, for the project management system, its integrity and flexibility have higher requirements, and the performance management which is the priority among priorities. In the process of HYJD project management, and gradually establish a set of performance management system has its own characteristics, however, from the implementation process, the effect is just passable. From the results of the implementation, the project department in terms of performance management still exist many problems, which makes the performance management project department at the level cannot meet the business needs, cannot adapt to the development of enterprises, which eventually led to the enterprise strategy implementation capability is strong resistance. In view of this, effective HYJD to promote the efficiency of human resources company, we should strengthen and perfect the performance management system.In this paper a series of research on the performance appraisal system, make full use of literature review, field investigation, questionnaire survey and other methods, the project of HYJD company performance management present situation and the existing problems of the staff as the starting point, detailed analysis, and based on the related theory of performance management system, so as to determine the design train of thought, finally according to the design principle, through further analysis, the system of performance management staff, project investigation, eventually re optimization. In the new design, with the four dimensions of the balanced scorecard framework, with key performance indicators as the main body, design a reasonable performance evaluation index system, to further promote the performance management of staff project was more comprehensive and perfect, the concrete implementation of the program, and ultimately to achieve the strategic objectives.
