With the intensified competition in the construction industry market and the gradual deepening of project management,traditional project management performance assessment systems based on schedule,quality,cost,and safety are no longer fully suitable for the needs of the development of construction companies,and how to evaluate buildings more effectively.The management performance of construction enterprise engineering projects has become an urgent issue.This paper takes the project department of China Railway X Bureau Group Corporation as an example to analyze the characteristics of project management of construction companies,and to address the problems in the current performance appraisal of the project department through the Balanced Scorecard(BSC)and key performance indicators(KPI)is a combination of strategic performance ideology,using the AHP to build a performance evaluation system for the project department,and thus optimize and enhance the performance evaluation of the project department.The upgraded project department performance appraisal system not only reflects the scientific and systematic performance appraisal,but also highlights the strategic performance targets and the key performance nodes.The research in this paper is of great significance to the development of the construction industry.Through learning and summarizing relevant theories and methods such as performance appraisal,using the principle judgments and survey questionnaires and analytic hierarchy process,the problems existing in the performance appraisal of the China Railway X Bureau Group's Metro project are identified:such as understanding performance appraisal Inaccurate;performance appraisal system is imperfect;performance appraisal methods are not scientific enough;appraisals only focus on results,not process tracking;and appraisal results are not used enough;these issues are summarized and cause analysis,and based on the strategy of China Railway X Bureau Group Corporation The layout and the business orientation of the 15 standard project department have redesigned the performance evaluation system of the project department's business system.The following conclusions are drawn:(1)Guided evaluation of performance targets is more administratively significant than performance evaluation of actions.(2)The strategic performance evaluation for layered decomposition of strategic objectives is more essential than traditional performance assessment for progress,quality,cost,and safety;(3)Integration of strategic performance objectives and key performance nodes into the project performance index system.In the construction of the design science,there is a relevant performance appraisal system.Improving the management efficiency of the enterprise by improving the evaluation system of the enterprise,and at the same time promoting the rapid development of the enterprise;(4)Scientifically optimizing the cvrrent management system and performance evaluation system of the enterprise,and applying the performance assessment to the company's accounting and operations,customers,learning and growth in four areas.The Company comprehensively constructed the company's performance appraisal system,combined with the actual situation of the project department,conducted research on performance appraisal,appraisal implementation,performance feedback,and improvement of the performance appraisal system centered on the Balanced Scorecard.(5)A series of safeguard measures are taken to ensure that the optimized performance management system can be implemented.
