Farmland is the fundamental survival and the basis for the development of farmers. Because of high-speed railway construction, farmland in rural areas is sharp declined. As of2014, China has completed16,000km of operating mileage, and the planned operating mileage is about45,000kilometers. Farmers get compensation income for high-speed railway, low standard of compensation income and single resettlement make a variety of social problems. Poor farmers with low cultural quality getting a high level income in relation to their ability make their money idle and splurge. Moreover, high-input costs with one-time in the land requisition bring funding difficulties in high-speed railway project. The government gets into dilemma between high-input costs in land requisition and high standards of farmers’ compensation income. How to solve the contradiction between the two will be the focus of this paper, and it has a strong practical significance.First of all, this paper makes reviewed research on farmers’ compensation income in high-speed railway farmland, introduces basic land issues of land rights and land income, analyzes the land compensation theory from land value, and discusses the factors including land property system, land acquisition compensation policy, local economic level, high-speed railway land policy and land value-added effect, does groundwork for further research.Then, this article takes Huangshan City as an example, analyzes farmers’ compensation income from economic form of farmland value in the foundation of land taxes provisions. Results show that compensation income level of farmers is only9.02percent of the total land income, far below the income obtained by the government. In addition, this paper takes Hangzhou-Huangshan high-speed railway in the Changlin section as an example, results show that compensation income level of farmers is only9.45percent of the land utility value from the land utility theory, far below the land value obtained by the farmer. The valuation methods based on utility theory can fully reflect the farmland value. This paper analyzes the farmers’ compensation income of present situation, argues that the low standard of compensation is not conducive to the farmers’ long-term livelihood security. In the face of the plight of infrastructure projects, some local governments innovate land used pattern to alleviate the current contradiction between the two."Self-serving" and "non-cooperative" relationship are the reasons that cause the current situation by game analysis. Game analysis is the basis of improvement measures and proposals of farmers’ compensation income system of high-speed railway farmland.Finally, this paper analyzes the related issues on the sound of farmers’ compensation income system of high-speed railway farmland, clears the principles and objectives of this system. This paper discusses measurements to improve the stressful financing and the level of farmers’ compensation income from the perspectives of farmland circulation and compensation income pattern with the key questions analysis, makes several suggestions on the ideological understanding, working pattern and regulatory improvements, hopes to have achievements in continuing to improve the system of farmers’ compensation income, protect the farmers’ interest, make sure the social justice and get escort for the high-speed railway construction.
