Based on China’s high-speed rail plan in2020, the new-built high speed railway will reach more than16000km and form "been horizontal" high speed rail line network, which will cover China’s large and medium-sized cities. By the way, China’s high-speed railway construction has sprung up, and gradually dominates the market around the world. As high-speed railway has satisfied the requirements of fast, comfortable and safe of the passengers’market, it is now booming all over the global.The construction and development of high speed railway has a leading role in the growth and development of regional economy. China’s rapid economic development provides a solid material and technical basis for the construction of China’s high-speed rail. Without the social and economic development to a certain level, it is hard to realize the emergence and development of high-speed railway. High speed railway construction and regional economic development, therefore, form a dynamic relationship of mutually promoting each other.In the context of the rapid development of high-speed railway, combined with the construction of high-speed railway in actual situation, this article aims to research the best time of construction. As the investment is huge, if it’s too early to be put into construction, it may also lead to part of the idle resources of transportation and huge financial pressure. However, too late to be put into construction, may not be able to meet the public demand for high-speed railway, and may also delay the economic growth and development time. Thus, the main work of this paper is following aspects:The first part is introduction, which mainly expounds definition, characteristics and the development situation of high-speed railway in China and aboard, the research background, purpose, significance, the domestic and foreign research status and technical route.The second chapter is introduction to the theory of regional economic development. This part mainly introduces the theory of economic growth and industry related theory and the theory of space economics for paper further research on the relationship between high speed railway and the regional economy.The third chapter discussed the concept of regional economic growth and regional economic development and their relationships:high speed railway will promote the growth and development of regional economic; at the same time, the economic development will also do favor to the development of high-speed railway.The fourth chapter is a study of optimal construction time of high-speed railway. The mainly theoretical supports include Cost-income Financial Analysis and Benefit Cost Estimation Method. This part analyzed and calculated the timing of enterprise construction and social construction of high-speed railway respectively.The fifth chapter is the empirical research. It takes the high-speed railway from Nanchang to Ganzhou as an example to analysis this problem.The last part is the conclusion and prospect. It summarizes the research results of this thesis, points out the shortcomings of the thesis and looks forward to the direction and focus on next stage research.
