Research On The Integration Of The Urban And Rural Residents Endowment Insurance System

The urban and rural residents endowment insurance, is a type of endowment insurance which covers the non-employed residents urban and rural.The current residents endowment insurance system contains urban residents endowment insurance and rural residents endowment insurance. The two are quite different in the payment level, treatment conditions, etc. That two different residents endowment insurances exist at the same time splits the state system, hinders social mobility and increases the gap between the rich and the poor.The integration of urban and rural residents endowment insurance, means to design the system of the urban residents and rural residents as a whole, gradually integrate the residents endowment insurance establish the social endowment insurance system covering the whole social unity, so that urban and rural residents can enjoy equal social endowment insurance service.In2012August, Guangzhou City promulgated the urban and rural residents endowment insurance, covering all the residents of urban and rural in Guangzhou, finished the integration of urban and rural residents endowment insurance. The integration process is smooth and in harmony, and the new institution is more fair for residents, but there is still some problems needed be solved in future.By introducing the integration process of urban and rural residents endowment insurance in Guangzhou, this paper points out a viable way for the integration of residents endowment insurance for the whole country.
